Dear fellows representing the communist Party fraternal international delegations, revolutionaries and progressists who with your honored presence embellish our 10th Congress,

Dear fellow delegates, observers and guests,

The unroll of world happenings in the last years have deserved the concentrated attention of our Party. The fierce crisis of the capitalist system, the globalization impasses, the political and social conflicts, the imperialist offensive toward planetary domination, the restrictions of laborers' rights, the attacks against national sovereignty of the dependent peoples and countries, the sharp contradictions carrying its dramatic social consequences, all of those have passed through the mind of the Brazilian communists and risen not so little masses and political actions, on which PCdoB stands as a flag of the great causes of our epoch.

The last decade of the past century was marked by an illusion factored by the allurement power plant in which the medias of communication are converted into propaganda monopolized by the bourgeoisie. They sold the idea of a world of peace, harmonized, economic and political unified, with material and spiritual development and progress.

But, what do we behold besides regress all around? Besides the monumental proportion poverty spectacle that unfortunates almost half of the world population lives, besides environment devastation, besides massive African deaths due to AIDS, besides famine haunting the lives of millions of people even in quite developed countries, besides the aggravation of the imperialist spoliation, of which the debt of the dependent countries is an example? This, when technological and scientific revolution allows mankind to produce in abundance, unveiling the irrationality of the current system.

The political and economic ordainment of the so-called capitalist globalization, for being unable of guarantee mankind's survival and dignified existence conditions and, even worse, for worsening the economic and social problems, turns live, in this century threshold, unbearable and, under certain aspects, impossible. Up to this impasse has capitalist globalization lead mankind - to the barbaric state pretending to be an inexorable phenomenon and with modernity felling.

If the economic horror is the prominent feature in the current times, in the political area we are face to face with threats that can carry the world to an unimaginable catastrophe. We are entering an obscure epoch, market by the war and by a new modality of fascism configuration. War that is not, as in the past, a confront between two equivalent forces, but a dirty war, for being waged by a super-potency against countries whose defenses are small or null. This is the great change in the world scenario, which have been born along the last decade of the 20th Century and has materialized after the tragic incidents of September 11th, so well characterized in the Projeto de Resolução Política do Comitê Central and in the Informe Político by fellow Renato Rabelo. The fair condemnation against the terrorist acts do not grants to the American imperialism authorization to promote retaliations nor to impose the fake "fight against terrorism" agenda as main theme of the international political life; in this fight the use of brute force would been legitimated.

Since the "New Order" proclamation, by the ex-governor George Bush, the world began to live in a great disorder. Now, the instability and uncertainty features become stronger. A generalized uneasiness torment people. Everybody feels that freedom, security, peace and independence are balancing on the edge.

The current United States government proclaimed the war as "long, fierce and dirty", where everything would be allowed in the name of the "combat against terrorism". A kind of superpower giddiness, of unchallenged hegemony, of inexpugnable imperial power has been adopted by the falcons housing in the White House, for whom everything is possible now - attack against sovereign countries, utilization of nuclear weaponry, the return to the national security state, the judgment in secret judges and murdering of accused of terrorism, the militarization of the international life, the "star wars", the generalized restriction to freedom, the smashing of the democratic and progressist movement around the world.

Through the devastating attack against Afghanistan and the warlike rhetoric of president George W. Bush and Defense Secretary Donald Rumsfeld, the north-American imperialist has emitted the signals that it is going to carry on with an unilateral policy, which makes obsolete the international laws towards the prevalence of its "strategical interests". The world faces the most serious attempt, never tried before, of a super-potency looking forward to impose its hegemony against peoples and countries, where it can find strategical interests. With this in mind, the US has been making clear that will not allow the rise of national forces - States or alliance among States - able to contest its hegemony, which will be exercised mainly through military ways.

The singularity of this moment resides in the fact that, since 1991, the United States has never faced a dignified contestant. Since then, the world is being the stage to dirty wars on unnamed cowardice - the Gulf War (1991), the military action in Somalia (1993) and the Kosovo War (1999) that served to the American super-potency to walk another step toward domination. Today is clearer than ever the American strategy to establish bases and situate all around its "strategical interests".

In its attempt to impose its hegemony, the north-American imperialism do not stop before any obstacle, even if its actions confuse with crimes, lead people and countries to despair, provoke genocides and humanitarian tragedies. Definitely, the United States resolved to show the world its dreadful face of "bandit State".

In such ambient full of violence and tyranny, power and wealth concentration, crisis of the civilian standards, rights denying, abyssal inequalities, it is not a surprise the rise of fundamentalisms and extremisms, for they are derived from the despair that spreads itself among the poor and miserable of the planet. If the imperialists think they can do everything, they will be conscious that everything can also happen due to this despair.

The Brazilian people and all ours Latin-American do not watch the ongoing facts abroad from distance. The same crisis that arises in distant and unknown places is latent here, the aggressor who demolished Kabul, Mazar-el Sharif, Kunduz and Kandahar is the one who have conceived and is applying, with the complicity of anti-nationals and anti-popular oligarchies, the Colombia Plane, the Caabañas, the Pueblo Panama, is the one who blocks the heroic Cuba and eager for the Brazilian Amazonia. The womb that generates the monster is the monopoly thirsty for super-interests, today working in the implantation of ALCA, a way to annex the sub-continental economies and to the total subjugation of the national sovereignty.

The revolutionary forces move in the grounds of this so adverse reality, in which the appeal for war, the attacks against sovereignty and the restrictions of freedom become vital necessities to the United States concretize its hegemonic planes. This offensive to establish the exclusive prime of American domain in an epoch still marked by the socialism defeat, defines a forces correlation unfavorable to the progressist and revolutionary movement. Although it is clear that since 1989/90 a lot of things have changes: there have been conscience advances, organization and mobilization of peoples and laborers, the rise of anti-globalization movement, a new and auspicious fact, with spontaneous masses explosions and a diversity of actions by a plenty of social subjects. But the revolutionary forces rise and the offensive cannot yet be seemed in the shot-term horizon. The conjuncture where we are, asks for a prolonged accumulation of strength, a strategy of resistance. When the enemy is immeasurable stronger, to resist is a huge task.

The classic founders of our theories were right when talking about the disjunction between socialism and barbarity, especially in the nowadays conditions. Due to philosophical sure and historic domains, we know the socialism will triumph, but the contemporary world is closer to barbarity. To wage a strategy of resistance means stop it, the brake the destructive tendencies manifested by the imperialist policy. It is necessary, then, to adapt our platform, our actions, our alliances.

The most important worry now is the fight for peace, peace for the nations and peoples, against the imperialist war. It raises as major importance ordeal the fight in defense of the national sovereignty, weakened in all continents by the capitalist potencies, the only beneficed by globalization. It is needed to fight against poverty, for the development that ensures social welfare, spiritual and material progress to our workers and peoples. This can only happen if the economic development is promoted, a development today hindered by the rich countries policy and international financial organisms; the importance of the battle for a new economical and political order, for a new configuration and a new United Nations role in international politics is even stronger.

People ask, afflicted: how long will the current trance last? Historical development does not obey prognostics, but reality indicates that the current phase, although painful, will not last for long time. The world gather around George W. Bush warlike policy is a myth. Soon the conflicts among the greatest international economical forces will take place. The sordidness of the rich countries policy against the poor ones will provoke peoples uprising. Besides that, we should consider that the heart of the empire is worn down, making clear that its hegemony is becoming tired. Historically, the American hegemony is built over fragile basis. Not only due to the current recession, but also the US economic life shows a tendency, observed a long time ago, of lowering economical growth taxes, reduction of work productivity, lowering of fixes investments, disappearing of family's savings… The American way of life is not a general welfare signal; it is even more identified by negative phenomena as labor precarization, spreading of the poverty, income concentration, marginality…

At last, we want to reaffirm the internationalism of Brazilian communists, worried about the patriotic and democratic fight of our people. We will always have in mind the strategical role of the progressist and revolutionary forces of our epoch - the socialist countries, communist and revolutionary Parties, the resistance movements, the working class fight, the anti-globalization movement and all the progressist fight of out time, the peasants, intellectuals, women, young and students. We will always act for the formation of large front movements. We are part of these movements. Friend of the peoples and revolutionary forces. Therein reside our strength and our hope.
